Inconsistent rendering in Webdirect vs Client

I'm running Filemaker 16 and Filemaker Server 15. In my Webdirect report with subsummaries, there are seemingly random horizontal lines/rules that don't appear in when the report is viewed using the client software. I don't see anything in the layout that would cause this. Any ideas? Below are screenshots. Thank you.
