There's a demo of an invoicing system with quantity price breaks here:

The basic technique is to have not only a products file, but link it to a prices file which contains the price breaks. Then your invoice can do a lookup, where no exact match copies the next lowest value.

All of the things you want to do are do-able in FileMaker, but it's a big project. Just take it a step at a time... and ask for a raise.
