Unable to get Account to Export Records

We have a FileMaker 11 Server/Client environment, using Active Directory to authenticate users.

 

I have a layout where a user would like to perform a find and export the found record set, however the Export command is greyed out.

 

The user has the ability to view and create records and has access to all fields.  He has limited Edit and Delete access based on if the record was created by him.  His privledge set has Allow Exporting checked.  The layout is using the FileMaker standard menu set.

 

My Account (that has Full Access), can export records.

 

I'm at a loss here and need some help figuring this out.

Are there any unusual settings in the Record Level Access area for the layout itself?
