radio buttons in guest read only browse mode

Radio buttons in read only don't show state in IE on windows 2000 but look fine in Safari Mac OS Panther, however, occasionally you can see and active button. Is this a bug for read only? All other states work fine in IE. Any suggestions would be greatly appreciated
