IWP is completely ignoring my tab order. I have cleared the tabs and rewritten them, then quit and restarted both FM and Safari. It does it on Safari, IE, and foxfire. Any suggestions?

The tab order is detemined by the field order (front to back) on the page.

The backmost field is first, frontmost field is last.

Easiest way I've found to do this is to go to your last field in your tab order and send to back(ctrl+alt+] on pc), then move to the second last and do the same, continue for all your fields.

I just realised (courtesy of a VERY slow development server) that this same trick also defines the order that the browser renders objects. Backmost objects are the first to appear on screen.

So if your page loads slowly, you could possibly make the most relevant stuff pop up first
