Database not available - what am I missing?

I am trying to simply test IWP in FMP8 (trial). Using the template file Event Management.fp7, per the guide, I have:

1) Set IWP to On

2) In Advanced settings changed port to "591"

3) Allowed "All Users" and not disabled IWP home page

Database is placed in the FileMaker 8 Web folder and is open

When I try to access in my browser http://...:591/ the browser defaults to ..//fmi/iwp/res/iwp_home.html, "No databases available." is displayed.

If I try to access directly http://...:591/fmi/iwp/cgi?-db=Event Management.fp7&-loadframes, I get a message "Database not available."

What am I missing?
