ERROR - IWP Could not be started

I am login in to my computer through a domain account. When I try to turn on IWP I get an error message saying it could not be started. But when I get the SYS Admin to login locally using the admin account IWP it will start. How can I be able to turn on IWP while I am logged in using my normal user.
