Gap at the top of my layout in IWP/IE

Any idea why the top of my FM9 layouts begin about 30 pixels below the toolbar using IWP in IE6-7? These same layouts start right below the toolbar in Firefox. My old FM7/IWP layouts looked just fine IE6-7.
