Can a FileMaker14 Client connect to FileMaker13 server? If yes, are there any special requirements?

(Simple, but I can't find an answer and unable to test atm.)

The short answer is yes.  The only gotcha is that you won't be able to use any new features of FMS14, which would include the reconnect feature.  But all in all, it's working for me with no problems.
