If I have an URL in a item in a file (FM). Can the user activate that link when the FM file is opened on the Web.

If you are using Instant Web Publihing you cannot do it. You can (quite easily depending on how the URL is entered into the field) if you are using Custom Web Publishing

How do you access the info in file? If from CDML/HTML, construct the link in HTML! That is called Custom Publishing.

Yes, the user can activate the link in a Item, if you use FM vers. 5.5 and you assign a script to your item "Open URL". This is possible also with FM vers. 5.0 bat not in the web.
