IWP Hotfix for 701 error

I found a "hot fix" zip file (ams_12.0.3_d893_wpc_hotfix_win.zip) from FileMaker regarding the 701 error frequently experienced here.  Before I install it I was wondering if anyone else has tried it - and more importantly, did it work?
