Is it recommended to make layouts specifically for IWP?

What if I am planning to deploy this database to only the web?

Optimise the layouts for IWP. That is, make it look good when viewed in the browser, even if it looks weird in the client.

Basically, you have to allow for much more room for fields on a web publishing layout. Make the height of your fields ample, especially if there are pull-downs, check boxes, or radio buttons.

I would add the recommendation to avoid radio buttons and check boxes if at all possible - see my radio button thread...
